PRINCIPAL

Nick has with more than a decade of experience supporting South Dakota state government and public-sector clients in the design, implementation, and administration of complex behavioral health, Medicaid, and grant-funded initiatives, including serving as project manager for the state’s CCBHC Planning Grant, 988 crisis system buildout, and Opioid Advisory Committee. He brings expertise across grant writing and management, program evaluation, fiscal management, and strategic planning to every engagement, with a solutions-first approach to multi-stakeholder, multi-agency projects.

Rachel Oelmann

PRINCIPAL

Rachel has deep expertise in project management, stakeholder engagement, and technical writing across South Dakota’s public behavioral health and Medicaid systems, including serving as a lead facilitator for CCBHC provider Q&A sessions and multi-agency coordination efforts. She brings a collaborative, detail-oriented approach to complex initiatives and plays a central role in keeping federally-funded projects on track from planning through closeout.
